A group of us are planning to run the Rouge this Monday.
The flow is at 42cms (and falling) which is a nice medium/low level, great if you've haven't run it before.
Based on the ratings from the Quebec Whitewater site, the river is rated as 3+

We'll meet at the Tim's on Montee Paiement [GPS 45.505090, -75.677054] @ 9:30am or be at the takeout [GPS 45.643859, -74.689047] at 10:30am.
