Also from that site they have weekly data for the Ottawa at Fort Colounge which is closer yet. Perhaps Shaggy is tapping into some real-time data for one of these gauges

the unknown factor is the dam at the island
Their calculated levels are probably heavily dependent on data from this gauge:http://wateroffice.ec.gc.ca/report/report_e.html?type=realTime&stn=02JE013and that gauge shows the level at Mattawa momentarily dropping ~40 metres early yesterday. That spike in Mattawa should be treated as noise, and I imagine that the -4 estimates should be as well.
