I was just checking out the weather outlook on the weathernetwork and ended up seeing a pic there that tells me that Champlain is sort of in (that surprises me):

...isn't that great. Last year, flood releases started late and level rose above 59 m only on April 19th, and went down below that just 10 days later (short season!), see left highlighted area on graph. And prior to that, there was no release to speak of. Total amount of water is equal to the area under the discharge curve, by the way.

This year, quite a bit of water was released between mid-december and mid-january, see other highlighted area which is about the same as the total 2015 flood.

And they are already releasing. The reservoirs are near full, but not dangerously so (http://www.ottawariver.ca/reservoir-levels-discharges.php). So this year's flood season might very well be rather short, if levels ever rise above 59 m, or nonexistent if it stays around this level...
